TABOR limits and refunds

“Colorado should keep TABOR's limits that refund surplus revenue to taxpayers instead of letting the state keep more.”

Where candidates stand on this statement, based only on what they or a cited source have said.

The Taxpayer's Bill of Rights caps how much revenue the state can keep and refunds the rest. Proposition NN on this ballot would let the state keep some of it. Supporters of the limits say they restrain government growth; critics say they starve schools and services.
